Hayley Snow is excited to review a new floating restaurant in the city harbor for Key Zest, the Key West magazine where she works as a food critic. But it isn't smooth sailing when owners of other local restaurants--who pay top dollar for rent--rock the boat and complain. At a city meeting about the brouhaha, a second matter of business arises regarding the daily Sunset Celebration at Mallory Square.
